Can the government agency tell me that I can't have the record because it contains a social security number?

No. The public agency is required to separate the parts of a record that are nondisclosable and give you the disclosable part. Therefore, the public agency is required to remove or obliterate the social security number on your copy of the record and disclose the rest of the record to you.
