What records are available to the public, and what records are confidential?

Any record that is created, received, retained, maintained or filed by or with a public agency is a "public record." This includes records created for or on behalf of a public agency by an outside contractor. All public records must be disclosed unless exempted from disclosure by law. The Public Access Counselor does not maintain a list of all records that are confidential, since records are declared confidential in different areas of state and federal law as well as administrative rules of public agencies and rules of the Indiana Supreme Court.  Read I.C. §5-14-3-4 for more information on what type of documents are exempted.
