What are the requirements for state certification as a Disadvantaged Business Enterprise (DBE)?

To be certified, an applicant must (a) be a socially and economically disadvantaged individual (b) be a U.S. citizen or a lawfully admitted permanent resident (c) own at least 51 percent of the enterprise (d) control the enterprise (e) have requisite expertise (f) have a personal net worth less than $1.32M and (g) meet the small business size standard as defined by Small Business Administration (see 13 CFR part 121.101).
