If I am a member of a trade association committee that meets with an agency advisory committee to discuss/identify common issues and/or concerns and develop recommended solutions for inclusion in specifications, test methods, design guides or other similar publications, is my activity considered executive branch lobbying?

These determinations need to be made on a case-by-case basis as any answer would be fact-specific.
