Why can some utilities withdraw from IURC jurisdiction?

Indiana law gives some utilities (including municipal water and electric utilities and rural electric membership cooperatives) the ability to withdraw while automatically exempting other services (including municipal sewer utilities and most telecommunications services) from IURC jurisdiction.
