Can a utility disconnect service during the winter?

Indiana electric and natural gas utilities may not disconnect a customer for nonpayment between December 1 and March 15, AS LONG AS the customer is either: 1) receiving help from the federally funded Energy Assistance Program (EAP) or 2) qualified for EAP funds, has applied at a local community action agency, and has provided the utility with written proof.
