The IURC is a Utility Court. It is led by five Commissioners, who are appointed to staggered four year terms by the Governor.

The Chairman and two other Commissioners are of the same party as the Governor. The other two Commissioners are of a different party than the Governor. The Commission has a professional staff of approximately 75. It employs attorneys, accountants, engineers and economists who review the cases pending, and make recommendations to the Commissioners who make the final decisions on pending matters.
